Do I still need a cover letter?

When an application asks for one, always. When it is optional, a short tailored letter still helps you stand out, especially if you are changing careers or the fit is not obvious from your resume.

Who should I address the cover letter to?

The hiring manager by name if you can find it from the posting or LinkedIn. Otherwise "Dear Hiring Manager" or "Dear [Team] Hiring Team" is fine; avoid "To whom it may concern".

What is the difference between a cover letter and a job application letter?

A cover letter goes with your resume and argues why you fit a role. A job application letter, common in India, Africa and the Philippines, is a more formal letter with addresses and a subject line that asks to be considered.

Can I use the same cover letter for every job?

Keep the same structure, but rewrite the first paragraph and your two examples for each job. Generic letters are easy to spot.
